Can a home schooled teenager play football for a public school in alabama?

Depends on the laws of that area.  The thing your parents are paying. Their state taxes cover public schools each year. So even if you are not going to public school your parents are still paying the school each year.  Talk to people in your local homeschooling group or as your parents.

How exactly can one get into college if they have been homeschooled and have no transcript?

Make a home school transcript. Simple as that! Most colleges need to see a transcript. They do not need to see a diploma. Many home schooled students go straight to a university or other college without community college first. Depending on where they want to go, they need the SATs.
